- From an external client with no host access, POST a conforming challenge to the production endpoint, then fetch the public log, the challenge listing, the experiment listing and the evidence and falsification listings, and check each stage independently.

- Any stage does not complete: stages_completed < 4.
These fields are immutable. Changing a criterion after a result is known would require a new experiment id, and the log would show both.

A conforming challenge was submitted to https://incierge.jp from an external client. HTTP 429. Stages: accepted=no, in_event_log=no, has_experiment=no, has_outcome=no. 0 of 4 completed; the first open stage is accepted.
The audit was rate limited by the endpoint it audits (HTTP 429), so this run measured the auditor's request budget rather than the lifecycle. Recorded as inconclusive; it supersedes nothing and settles nothing.
